Rule book for Anti- Doping Control Testing at IBBFF Championships.
1. Defined Terms
1. IBBFF:
Indian Bodybuilding & Fitness Federation.
2) MADC The IBBFF Medical & Anti Doping Committee :
Medical and Anti-Doping Committee is appointed by IBBFF to deal with all matters (health, information, ethical aspects, control, and result management) regarding the misuse of drugs in sports.
3) OOC (Out-of-Competition) :
All doping tests done 8 hrs before the
competition are qualified as OOC.
4) IC (In-Competition-Testing) :
For the purpose of differentiating
between in-competition and out-of-competition testing, unless provided otherwise in the rules of an International federation or other relevant Anti-Doping Organizations (ADOs), an In-Competition test is a test where an Athlete is selected for testing in connection with a specific Competition.
5) Organizer:
The State Association that organizes a National, Regional, Continental, International or World Championships
competition.
6) DOC ( Doping Control Officer ):
An official, who has been Doping Control Officer (DCO): trained, certified and authorized by ADO with delegated responsibility for the on-site management of sample collection.
2. Responsibility of the Organizer:
2.1 The organizer shall be responsible to set up the Doping Control Station
at the premises of the official registration, weigh-in and height
measurement of athletes and at the venue of the pre-judging and finals
of the competition.
2.2 The organizer shall provide (purchase) the Berlinger kits, in such a
number as stipulated by IBBFF in collaboration with the Chairman of
the MADC. The organizer shall be informed by IBBFF, two months
before the event about the number of kits to provide.
2.3 The organizer shall appoint a doping control liaison officer to facilitate
the communication between MADC and DCO.
2.4 The organizer is responsible for the strict application of the chain of
custody for doping control samples (e.g. storage and transportation of the
samples).
2.5 The organizer shall provide sufficient chaperons as requested by MADC or
DCO.
2.6 The organizer will pay for the transportation and analysis costs of the
samples collected at the event.
2.7 The organizer shall refrain from any intervention or obstruction regarding a simultaneous control by a NADA (National Anti-Doping Agency).
3. Responsibility of IBBFF
3.1 IBBFF shall provide the organizer with sufficient IBBFF official doping control forms and chain of custody forms.
3.2 IBBFF in consultation with the organizer shall appoint a DCO for
Continental Championships and at least one member of the MADC for a Championships.
3.3 If the host State has no accredited laboratory the MADC after consultation of the organizer will decide about the accredited doping control laboratory analyzing the samples.
4. DSC ( Criteria for a Doping Control Station Criteria for a Doping Control Station )
4.1 The Doping Control Station should provide privacy for competitors and
security for the collection procedure. The entry door to the Doping Control Station must be secure.
4.2 The Doping Control Station should be situated close to the competition area, if possible..3 Access to the Doping Control Station is restricted to authorized personnel listed below:
A – DCO
B – Selected competitors
C – Chaperons
D – One accompanying official of the selected competitor(s)
E – Members of the IBBFF MADC
F – Interpreter (if required)
G – ADO observers
4.4 Required areas of the Doping Control Station
4.4.1 Waiting area
The waiting area of the Doping Control Station should be equipped with chairs
and have sufficient space to accommodate the chaperons, 4 competitors and their accompanying officials. The waiting area should also have adequate supply of non-alcoholic, non-caffeinated and non-carbonated drinking water in sealed containers.
4.4.2 Administration area
This area should contain table and chairs. If separate rooms are not available for waiting and administration areas a single room can be separated by a partition or screen.
4.4.3 Sample collection area
At least one toilet is required in the sample collection area and if possible
separate collection areas should be provided for male and female athletes being tested. Sufficient space is needed to accommodate the DCO and the competitor in this area, to ensure that the DCO can observe the provision of the sample
